The Proposed Mumbai Dialogue On Lokavidya Tana-bana


Background note for discussion on 24th Feb 2013 in Mumbai

Dialogue with the World of Art, Media & Philosophy

In this new age of information and globalization, it has become imperative that available spaces are recognized afresh and new ones created, where the agencies of change can connect with one another. Lokavidya tana-bana is suggested to be such a space. Lokavidya tana-bana refers to the web of relationships and connectivity among the people, a horizontal web so to say.  This note is to develop the focus for a dialogue on lokavidya tana-bana with activists from the world of art, media, philosophy and social movements. The brief set of paragraphs below are written to argue for and press for the importance of lokavidya tana-bana as the space or location critically significant for debates in the course of development of  a new philosophy and polity of change in the unfolding world.

Lokavidya: For almost two decades now we are in an era characterized by the new sciences (info, bio, nano and cognitive), internet, globalizing policies and frameworks in practically every area - economics, politics, education..., the new American wars and a veritable war on the people across nations by the new industry and the market assisted by the new state. The new movements of opposition to these phenomena and tendencies are growingly relying more on people’s knowledge and ways of thinking, lokavidya. The making of the new world is observing at one end sweeping displacement and uprooting of the peasants and the adivasis and at another their assertion based on their own knowledge and ways. Lokavidya seems to provide that anchor around which a fresh unity of the diverse peoples of the world can assume emancipating dimensions. See Annexure-1 for reference to discussions on lokavidya.

The pace of change as well as the newness, both in forms of control and in people’s opposition, practically outstrips theory, leaving large spaces open for fresh imaginations. Received theories are at bay and the knowledge activity of the people, lokavidya,  is preparing again to be the great source of ideas for a new and desirable world.

Transition in the world of knowledge: One great thing that is happening with all this is coming down of science from the absolute position it occupied earlier and the scientific method no more being honored  as the criterion of legitimization of knowledge. An almost unprecedented enlargement of the world of knowledge is taking place, and this among other things is due to the recognition now of people's traditions of knowledge as valid traditions, granting epistemic dignity to knowledge in society. Such knowledge is generally referred to as lokavidya. Art, media, language and philosophy, namely areas of great and creative human activity, particularly areas of knowledge activity which have always been beyond the dictat of science, are being seen as areas of knowledge activity in their own right. Lokavidya Tana-bana & radical change
Lokavidya Tana-bana is expected to become that location where the ideas and activities for change in society naturally connect and interact with one another. It is to be developed as a location where artistic activity, forms of communication, struggles & organizations of the lokavidyadhar samaj and also all individuals, groups and organizations engaged in struggles for justice connect with one another and also engage in new experiments. There is a lokavidya tana-bana in society, which in the form in which it exists is unable to serve the purpose being discussed here. And it is precisely here that art and media can play a truly transformative role by developing those new forms of representation, expression, articulation, communication such that lokavidya tana-bana assumes political significance.

Lokavidya Tana-Bana is not to become an institutional space. Just as lokavidya resides in society, similarly, lokavidya tana-bana too ought to reside in society and develop as a limb of the same.

Lokavidya Dialogues and Campaign

The idea of lokavidya has been in debate for about two decades now. The Congresses of Traditional Sciences and Technologies of India held in 1993 (IIT Bombay), 1995 (Anna University, Chennai) and 1998 ( Gandhian Institute of Studies, Varanasi) drew attention to the growing importance of people's knowledge, so much so that the Varanasi Congress was named Lokavidya Mahadhiveshan. There are articles written, presented in various workshops and also published on economic, philosophical and political aspects of lokavidya. Journals have been published with the titles Lokavidya Samvad and Lokavidya Panchayat. There have been workshops on Dialogues on Knowledge in Society in various World Social Forums (Hyderabad, Mumbai, Delhi, Karachi, Nairobi). Dialogues on lokavidya have been conducted across the social spectrum, from among the university educated to the locations of peasants, adivasis and artisans. There have been conferences of Lokavidya Jan Andolan in Varanasi (UP), Darbhanga (Bihar), Singrauli (MP) and Chirala (AP). There are blogs conducting online dialogues and the protagonists of lokavidya actively participate in some international lists. The Vidya Ashram website www.vidyaashram.org puts together the whole gamut of ideas and practice centered on lokavidya.

Transition in the World of Knowledge 
At the Turn of the Century ( 20th to 21st)

  •  Whereas earlier there was an oppressive hierarchy with physical sciences at the top and  life sciences, social sciences, language, art and so on following in that order, now this order stands greatly disturbed, no steady order any more commands respect and value. 
  •   Whereas earlier other knowledge systems and traditions hardly had a place in the world of knowledge modeled by science, now there is recognition as knowledge to people’s traditions of knowledge, particularly lokavidya.
  • Science and technology now have competition from media, art, design and language both as genuine knowledge activity and in the world of commerce.
  • New sciences are emerging, namely information science, science of knowledge management, cognitive science.
  • In the previous age the paradigms of physical science infested all knowledge activity, e.g. studies of language, society, art-criticism and even philosophy, but no more so. New paradigms from people’s knowledge, art, media, Eastern philosophies, life sciences and information sciences are making their way felt.
  • The place of knowledge activity is shifting from the university to the virtual domain or internet on the one hand and on the other to society (witness the increasing recognition to innovation).
  • The criteria of legitimacy of knowledge are changing from the scientific method to on the one hand organizability by the new technology/software and on the other human concerns.
  • The technology front has moved from the power based industrial technologies to radically new areas, namely, info, nano and bio technologies.
  • National controls of the world of knowledge have given way in a large measure to international financial and corporate controls.
  • Movements for the assertion of people’s knowledge in both social and technical areas, the free and open software movement, rise of regional languages and the arts including design, media, and cinema are the new knowledge movements.

    
     Something very basic has changed in the world of knowledge pointing to an opportunity hitherto not known to the marginalized and the oppressed of the modern world. The initiative this time can and must come from those who have a human concern and who with their activity have been re-instituted in the world of knowledge.

विद्या आश्रम की मुंबई बैठकें 
23-24 फरवरी 2013

विद्या आश्रम साल में एक बड़ी बैठक करता है जिसमें सैद्धांतिक और कार्यक्रम सम्बंधित बातें होती हैं। इस साल यह बैठक 23-24 फरवरी को मुंबई में हो रही है।  बैठक में मुख्य रूप से विद्या आश्रम के सहकर्मी, लोकविद्या जन आन्दोलन की संयोजन और सलाहकार समितियों के सदस्य तथा मुंबई के सामाजिक कार्यकर्ता व ऐसी रूचि के कलाकार शामिल होंगे। इस ब्लाग को भी निमंत्रण माना जाये। जो भी आना चाहते हों, हमें खबर करें। रहने-खाने और बैठक की व्यवस्था एक ही जगह पर है।

इस वर्ष की बैठक में निम्नलिखित विषय रखे गए हैं।

इन सभी विषयों पर तैयारी का पर्चा, हिंदी व अंग्रेजी दोनों में, विद्या आश्रम की  वेब साईट पर देखा जा सकता है।

लोकविद्या जन आन्दोलन में पिछले एक साल में उत्तर प्रदेश, बिहार, मध्यप्रदेश और आंध्र प्रदेश में पहल ली गयी है। अब आगे की योजना बनानी है जिसके प्रस्ताव क्रमशः वाराणसी, दरभंगा, सिंगरौली, इंदौर, और हैदराबाद से दिए जायेंगे। इन पर चर्चा व फैसले लोकविद्या जन आन्दोलन की संयोजन समिति करेगी। 
सिंगरौली, वाराणसी और इंदौर में लोकविद्या आश्रम शुरू हो गए हैं। अनूपपुर  और दरभंगा में  जल्दी ही शुरू होने की उम्मीद है। 
लोकविद्या ताना-बाना पर  बहस एक साल से हो रही है। इस बैठक में इसे बनाने की शुरुआत करनी है। बैठक में इस विषय के लिए 24 फरवरी का पूरा दिन रखा गया है। 
लोकविद्या दर्शन पर व्यापक बहस संगठित करने  को एक कार्य के रूप में लेने की बात है। 
शोध व अनुवाद के जरिये लोकविद्या का सामाजिक व आर्थिक पक्ष मज़बूत करना तथा इन कार्यों के मार्फ़त पैसा जुटाना, दोनों की ही ज़रूरत है। 
ज्ञान के विभिन्न प्रकार शिक्षा की दुनिया में शामिल होने से उन सब लोगों को शिक्षा से बहुत कुछ मिलने लगेगा जो आज वहां से कुछ नहीं पा रहे हैं। इस दृष्टि से भाईचारा विद्यालय चलाये जाते रहे हैं। आगे की योजना बननी  है। 
बात फ़ैलाने के लिए , स्पष्ट वक्तव्य के लिए और बहस के लिए पुस्तिकाओं व पत्रिकाओं के प्रकाशन किये जाते रहे हैं। इन्टरनेट पर वेब साईट और ब्लाग आदि का माध्यम अपनाया गया है। इनके संयोजन पर आगे की बात होनी है। 
हमें आशा है की इस बैठक से विद्या आश्रम अपने अगले चरण में प्रवेश करेगा जिसकी तैयारी लोकविद्या जन आन्दोलन की शुरुआत से ही चल रही है।

LJA Conference, Madhya Pradesh, Singrauli 28-30 Sept. 2012

On 28 Sept. an Agaria Panchayat was held at the Lokavidya Ashram, Singrauli. An Iron Smelting demonstration was also organized. The Agaria group responsible both for demonstration and the Panchayat had come from the adjacent district of Balrampur in Chhattiagarh. More than 100 Agarias gathered in this Panchayat made the following resolutions :
  • To spread  their Iron Smelting technology such that the knowledge basis of their life becomes vibrant again.
  • To organize an Agaria Maha Panchayat with participation of Agarias from different states, namely  Chhattisgarh, Jharkhand, Bihar, Uttar Pradesh and Madhya Pradesh.
  • To work towards raising a demand for the development and implementation of an Agaria Project to pull them out from the low levels of life that they have been pushed into.

On 29th Sept. the Lokavidya Jan Andolan Conference was held at the Workers Community Hall in the Jayant Coal Mine Campus. Other than local participation there were groups from Indore, Satna, Shahdol, Varanasi, Darbhanga and Hyderabad. More than 100 participants debated through the day the following three issues (stated below in the form of resolutions proposed at the end of the day).  
  • Jobs for everybody on the basis of Lokavidya. Salaries  not  to be less than that of  government employees. 
  • Distribution of power to have precedence over production. All expansion of power production to be stopped until a just distribution policy is made and implemented. 
  • Displacement is not acceptable. Project affected areas to get compensation equal to the project cost.

On 30th Sept. some 40 of us met at Lokavidya Ashram at Dhoti, Baidhan from 10.00 am to 1.00 pm. Everybody's opinion was taken on the three resolutions proposed ( mentioned above) on the previous day. The resolutions were adopted unanimously.

घाटाबिल्लोद में ज्ञान पंचायत

इंदौर के पास घाटाबिल्लोद नाम के गाँव में 9 सितम्बर 2012 को एक ज्ञान पंचायत हुई जिसमें लगभग 35 गांवों के किसानों और आदिवासियों ने हिस्सा लिया। यह ज्ञान पंचायत पीथमपुर के औद्योगिक क्षेत्र के विस्तार से पैदा हो रही समस्याओं पर विचार के लिए आयोजित की गयी थी। लोकविद्या समन्वय समिति की और से आयोजित इस ज्ञान पंचायत में लगभग 200 लोगों की भागीदारी में औद्योगिक विस्तार से हो रहे लोकाविद्याधर समाज के विस्थापन पर विस्तार से चर्चा हुई। इन बातों पर भी गंभीर चर्चा हुई की इस प्रक्रिया में एक तो राष्ट्रीय संसाधनों तक लोगों की पहुँच घट जाती है और साथ ही उनकी आय कम होने के साथ-साथ उसकी अनिश्चितता भी बढ़ जाती है। लोकविद्या के बल पर जीने के अधिकार और लोकविद्या बाज़ार की बात भी विभिन्न वक्ताओं ने की।

स्थानीय लोगों के अलावा इंदौर से अनिल त्रिवेदी, तपन भट्टाचार्य व लोकविद्या समन्वय समिति के कार्यकर्ता शामिल हुए। सिंगरौली से रविशेखर और एकता तथा वाराणसी से दिलीप कुमार 'दिली' की भागीदारी रही। प्रमुख संगठन कर्ता संजीव दाजी रहे जिनका पंचायत में बोलते हुए चित्र नीचे दिया जा रहा है।

सबको सिंगरौली में प्रस्तावित 28-30 सितम्बर 2012 के मध्य प्रदेश सम्मलेन में आने का निमंत्रण दिया गया। उस क्षेत्र से एक लोकविद्या यात्रा निकाल कर तमाम बीच के जिलों के ग्रामीण इलाकों से होते हुए  सिंगरौली तक ले जाने का मन बनाया गया।

It has been decided to hold the first state level conference of Lokavidya Jan Andolan in Madhya Pradesh in Singrauli between 28-30 Sept. 2012. This conference will discuss the issues of regular employment on the basis of lokavidya, equal distribution of national resources like electricity and displacement of people from their lands, work, knowledge and other resources. It will also discuss ways and means of taking this knowledge movement of the people forward in Madhya Pradesh. You are cordially invited, do come.
The first international conference of Lokavidya Jan Andolan was held at Vidya Ashram in Varanasi in November 2011. The Bihar state level convention was organized in Darbhanga on 31st March-1st April, 2012. Then on 24-25 May, 2012, a regional conference of Lokavidya Jan Andolan was held in Chirala in Andhra Pradesh.
Lokavidya resides in society. Peasants, artisans, adivasis, hawkers, pavement and slum dwellers, people’s artists, fishermen, health workers, and many others including the women of their families, who have never gone to a college or university are the people who organize their livelihoods on the basis of lokavidya and also serve society in the process. They may together be called lokavidyadhar samaj . These people have no fixed income. They have been kept away from the national resources and they are the ones who are victims of displacement.
Lokavidya Jan Andolan is a knowledge movement of lokavidyadhar samaj which is developing a new paradigm of radical social change. It is our understanding that university knowledge is an equal party in creating the huge inequality in modern societies and in the destruction of nature, therefore solutions cannot be provided by the same knowledge. The claim is that lokavidya is that foundational knowledge which can liberate humanity from the crisis it is in.
It will be a mistake to think of lokavidya as remnants of traditional knowledge. Lokavidya renews itself every day. Those who live by lokavidya develop it constantly based on their needs and experiences and their own genius. Lokavidya integrally embodies the knowledge of society, nature and morality. In the industrial age, science and the university were responsible for the refusal to accept lokavidya as knowledge at all and in tune with it the lokavidyadhar samaj was declared ignorant, stupid and incapable of any initiative. Perhaps the secret of extreme poverty and exploitation of people and the destruction of Nature is hidden in this historic indignity heaped on humanity. Lokavidya Jan Andolan challenges this situation. It is a movement for economic, political, cultural, philosophical and social dignity of lokavidya. It is in this that the sources of liberation of lokavidyadhjar samaj lie, and with this the path of liberation of the whole society.
Those living by lokavidya are facing displacement almost everywhere in Madhya Pradesh and with this they are denied any access to the national resources resulting in a complete destabilization of their already low incomes. Their lives stand uprooted no end. Singrauli, Sidhi, Rewa, Satna, Katni, Shahdol, Anuppur, Jabalpur, Baitul, Khandwa, Badwani, Dhar, Jhabua, Indore, and many more districts of Madhya Pradesh are witnessing struggles against displacement. The policies of Globalization, privatization and liberalization have led to Special Economic Zones, Industrial Corridor, Power Projects and many other such huge initiatives in rural and remote areas displacing adivasis and peasants from their livelihoods and pushing them into conditions which disable them from using their own knowledge, lokavidya. Generally in Central India and also in Madhya Pradesh it is a common site that immense force is used to wrest control of forest, minerals, water, and all kinds of natural resources from the people. This Madhya Pradesh conference of Lokavidya Jan Andolan may be seen as an important link in the developing knowledge movement to challenge this situation.

लोकविद्या जन आन्दोलन मध्य प्रदेश सम्मलेन, तैयारी बैठक सिंगरौली, 9 अगस्त 2012

9 अगस्त 2012 को सिंगरौली की दुद्धीचुआ खदान के रिहायशी इलाके में सामुदायिक हॉल में हिंद मजदूर सभा के सौजन्य से लोकविद्या जन आन्दोलन के मध्य प्रदेश सम्मलेन (29-30 सितम्बर, 2012) की तैयारी बैठक संपन्न हुई। लगभग 40 सामाजिक कार्यकर्ताओं की इस बैठक में अधिकांश प्रतिभागियों ने अपने विचार व्यक्त किये। सिंगरौली के अलावा शहडोल, बलरामपुर (सरगुजा), सोनभद्र और वाराणसी से भी कार्यकर्ताओं ने हिस्सा लिया। लोकविद्या जन आन्दोलन, हिंद मज़दूर सभा, विद्या आश्रम, विस्थापन के विरोध में कार्य कर रहे स्थानीय कार्यकर्ताओं और पत्रकारों तथा आदिवासियों और किसानों के बीच काम करने वालों की उपस्थिति विशेष रूप से उल्लेखनीय है।

छत्तीसगढ़ के सटे हुए जिले बलरामपुर से अगरिया समाज के प्रतिनिधि आये थे, जिन्होंने लोकविद्या जन आन्दोलन के मध्य प्रदेश सम्मलेन के एक दिन पहले 28 सितम्बर 2012 को उसी स्थान पर एक अगरिया पंचायत करने का प्रस्ताव इस बैठक में रखा। यह वहीँ अगरिया समाज है जिसने इस देश की लौह आगलन की विरासत को जिंदा रखा है। इनके साथ लोकविद्या कार्यकर्ताओं का संपर्क 20 साल पुराना है।

 बैठक में 29-30 सितम्बर के सत्रों के सार व स्वरुप पर चर्चा की गयी। लोकविद्या के आधार पर पक्की नौकरी, बिजली वितरण की नीति और विस्थापन में पूरे प्रभावित क्षेत्र के पुनर्निर्माण की बातें प्रमुख रूप से सामने आयीं। कई कार्यकर्ताओं ने पूरा वर्णन करते हुए बताया कि किस तरह प्रशासन और निजी कंपनियों ने खुले आम दमन चक्र चलाया हुआ है। यदि लोकविद्या विचार के जरिये यहाँ के समाजों में एक नए आत्मविश्वास का संचार हो सकेगा तो उसकी आज नितांत आवश्यकता है। यानि यह कि लोकविद्या विचार एक नया दर्शन होने के साथ-साथ ठोस परिस्थितियों में मुकाबले की आत्मशक्ति का स्रोत है और सभी प्रभावित वर्गों, किसानों, आदिवासियों, कारीगरों, मजदूरों और छोटे दुकानदारों को उनके परिवारों सहित एकजुट होने का आधार देता है।

शहडोल से आये त्रिलोकीनाथ गर्ग तथा वाराणसी के सुनील, चित्रा जी और प्रेमलता जी मंच पर  

बैठक के दूसरे सत्र में सम्मलेन के आयोजन और उसकी तैयारी की बातें हुईं तथा जिम्मेदारियां तय की गयीं।  बैढ़न स्थित लोकविद्या आश्रम को सम्मलेन का स्थल तय किया गया. रहने व भोजन आदि की व्यवस्थाएं उसी के आस-पास की जानी हैं। प्रमुख जिम्मेदारियां निम्नलिखित लोगों ने ली हैं।
सिंगरौली से अवधेश भाई, रविशेखर, एकता, मंजू देवी, गीता सिंह, लक्ष्मी चंद, अजय; सोनभद्र से अशोक पाण्डेय,  राम सुभग शुक्ल, रवि चन्द्र दुबे, के. सी. शर्मा, रवि मनोनीत; वाराणसी से दिलीप, बबलू;  शहडोल से त्रिलोकीनाथ गर्ग, अनूपपुर से गणेश शर्मा, अरुण प्रताप सिंह, संजय बिस्वास, कमोल सिंह ; इंदौर से संजीव दाजी, मगन सिंह और बलरामपुर से राम प्रसाद अगरिया और श्री राम अगरिया. तैयारयाँ आगे बढ़ने के साथ और लोग शामिल होंगे।

भागीदारी के बारे में यह अनुमान बना कि 28-30 के बीच हर दिन लगभग 250-300 व्यक्ति सम्मलेन में भाग लेंगे।  वित्त संग्रह के प्रयास तुरंत शुरू करने का तय किया गया। इसके लिए रसीदें छपवा ली गयी हैं। आपसे भी सहयोग अपेक्षित है। आप इच्छा ज़ाहिर करेंगे तो हम आपको बताएँगे कि आप कैसे सहयोग कर सकते हैं।

बैठक में इस सम्मलेन की एक स्मारिका प्रकाशित करने का निर्णय भी लिया गया।

सिंगरौली में लोकविद्या आश्रम

पूर्वी मध्य प्रदेश के सिंगरौली जिले में एक लोकविद्या आश्रम बन गया है। सिंगरौली जिले का मुख्यालय बैढ़न में है, जो रिहंद जलाशय के बगल में स्थित है. यहीं विन्ध्याचल सुपर बिजली घर है और उसके विस्थापितों को बसा कर बनाया गया नवजीवन विहार भी। नव जीवन विहार से सटे हुए गाँव ढ़ोटी में सृजन लोकहित समिति का स्थान है, जहाँ से अवधेश द्विवेदी व उनकी टीम पिछले 30 साल से विस्थापन और पर्यावरण को लेकर काम करते रहे हैं।  विस्थापितों के अधिकारों को लेकर संगठन व आन्दोलन का काम करते रहे हैं। अब यहीं पर लोकविद्या आश्रम बनाया गया है। अवधेश के साथ रविशेखर, दिलीप, एकता और बबलू ने यह आश्रम बनाया है और उसे 29-30 सितम्बर के मध्य प्रदेश लोकविद्या जन आन्दोलन सम्मलेन का स्थल बनाने की तैयारी कर रहे हैं।
10 अगस्त को इस आश्रम में एक बैठक हुई, जिसमें विद्या आश्रम, वाराणसी की भागीदारी भी रही। इसका एक फोटो नीचे दिया है। अवधेश उसी दिन सुबह एक आवश्यक कार्य से दिल्ली रवाना हो गए इसलिए फोटो में नहीं हैं। इस बैठक में आश्रम के मूल्यों, नियमों, व्यवस्थाओं और कार्यों की चर्चा हुई। यहीं पर लोकविद्या जन आन्दोलन का एक कार्यालय बनाया गया है, जिसे रवि शेखर और एकता चलाते हैं। आश्रम की अपनी रसोई है, जहाँ सब खाना खाते हैं . आश्रम चार कमरों और एक हॉल का एक मंजिली भवन है.

अनूपपुर में लोकविद्या जन आन्दोलन

लोकविद्या जन आन्दोलन ने अब लगभग चार महीनों से पूर्वी मध्य प्रदेश के अनूपपुर जिले में संपर्क का विस्तार शुरू किया है। मोज़र बेयर  कंपनी और मध्य प्रदेश सरकार  द्वारा किसानों की ज़मीन ज़बरदस्ती अधिग्रहित करने के विरोध के किसान आन्दोलन में शामिल होने 30-31 मई को हमारा एक समूह वहां गया था। उसके पहले वाराणसी से दिलीप कुमार 'दिली' वहां तैयारी  में जा चुके थे और उन्होंने जैतहरी (मोज़र बेयर बिजली कारखाने का गाँव) और नजदीक के कई गाँवों में संपर्क किया था। 31 मई को अनूपपुर शहर में एक बैठक में यह तय हुआ कि 8 जुलाई 2012 को अनूपपुर में 29-30 सितम्बर के मध्य प्रदेश के सिंगरौली सम्मलेन की तैयारी में एक बैठक की जाये।
8 जुलाई की इस बैठक में अनूपपुर के कम्युनिटी हाल में दोपहर 1.00 से 5.00 बजे के बीच 20 कार्यकर्ताओं की खुली चर्चा हुई। वाराणसी से दिलीप कुमार 'दिली' और सिंगरौली से अवधेश भाई इस बैठक में शामिल हुए। विषय की प्रस्थापना करते हुए दिलीप भाई ने तीन बिन्दु रखे--

  1. लोकविद्या के आधार पर सबको पक्की नौकरी हो और सरकारी कर्मचारी के बराबर वेतन हो।
  2. किसी भी प्रोजेक्ट पर होने वाले खर्च के बराबर पैसा प्रभावित क्षेत्र की संरक्षा के लिए आवंटित हो, जिसके नियोजन और क्रियान्वयन की जिम्मेदारी स्थानीय संगठनों, समितियों, समूहों और पंचायतों को दी जाये.
  3. राष्ट्रीय संसाधनों का बराबर का बंटवारा हो. बिजली वितरण की नीति पहले बने  और उसके बाद बिजली उत्पादन की नीति बने। 
उपस्थित कार्यकर्ताओं ने दिलीप जी की बात से सहमति व्यक्त करते हुए अपनी-अपनी बात कही। लगभग सभी ने लोकविद्या आधारित समाज और उच्च शिक्षित समाज के बीच विषमता को रेखांकित किया और इस बात पर भी जोर दिया कि लोकविद्या आधारित ज्ञान की प्रतिष्ठा में ही इस समाज का उद्धार है और तभी एक बराबरी का समाज भी बन सकता है। स्थानीय समाजों और उनके संगठनों के महत्व को उजागर किया गया। अवधेश भाई ने अपने वक्तव्य में लोकविद्या जन आन्दोलन को आगे बढ़ाने के लिए सबका आवाहन किया. नतीजे स्वरुप उपस्थित लोगों ने स्वयं आगे बढ़ कर अपने-अपने नाम शामिल कराकर एक अनूपपुर लोकविद्या जन आन्दोलन समिति का गठन किया। इस समिति में श्री गणेश शर्मा, गोविन्द श्रीवास्तव, अनंत जौहरी, अरुण सिंह, संजय विश्वास, सहस राम  यादव, शशि बहन, कमलेश चन्द्र, मोहन उपाध्याय, शेष नारायण सिंह, शंकर लाल पटेल, राम शरण पटेल, अशोक कुमार पटेल, अनिरुद्ध सिंह, अमोल सिंह शामिल हैं। 

इस प्रक्रिया के अलावा अनूपपुर के ग्रामीण क्षेत्रों में दिलीप भाई ने कई गांवों में संपर्क और वार्ताएं की हैं। कुछ गांवों में लोकविद्या आश्रम बनाने की बात शुरू हो गयी है। क्योंटार गाँव के कबीरपंथी कोलई  दास  सोन  नदी के तट पर अपनी ज़मीन पर एक लोकविद्या आश्रम बनाना चाहते हैं। उसी गाँव के नर्वदा प्रसाद भी कबीर पंथी हैं, एक माहिर राज मिस्त्री हैं और लोकविद्या में रूचि के साथ काम  करने को उत्सुक हैं।  कोलई दास के साथ लोकविद्या आश्रम निर्माण में ये भी साथ रहेंगे. अमरकंटक के रास्ते पर राजेंद्र ग्राम के पास महोरा गाँव के आजू राम पनिका के यहाँ दिलीप भाई एक दिन रहे. उनसे और उनकी श्रीमती जी से उनकी विस्तृत वार्ता हुई। ये दोनों अपने गाँव में लोकविद्या आश्रम बनाने को उत्सुक हैं। 
  
सितम्बर के मध्य में दिलीप भाई फिर से इस क्षेत्र का दौरा करेंगे तथा लोकविद्या जन आन्दोलन व लोकविद्या आश्रमों के निर्माण की प्रक्रिया आगे बढ़ाएंगे।

मुंडाना में ज्ञान पंचायत 26 जुलाई 2012

इंदौर और उसके पश्चिम के क्षेत्र में लोकविद्या जन आन्दोलन के विस्तार का कार्य किया जा रहा है। इस सिलसिले में 26 और 27 जुलाई 2012 को इंदौर के ग्रामीण इलाकों और धार व झाबुआ जिलों का दौरा किया गया. दौरे में वाराणसी से दिलीप और सिंगरौली से अवधेश व रवि शेखर शामिल हुए. इंदौर से संजीव, तपन, कैलाश, मगन, राजू और सुमेर थे। कई स्थानों पर बैठकें की गयीं। 26 जुलाई को धार जिले के मुंडाना गाँव में हुई ज्ञान पंचायत विशेष रूप से उल्लेखनीय है। अचाना, मांगरोल, सुलावद, मंदलावाडा, चन्दन खेडी, सागोर, खेडा, बरदरी, अकोलिया, माधोपुर, गोद गाँव, राधा नगर, और आस-पास के गांवों में तैयारी में चर्चाएं की गयीं थीं. लगभग 10 गांवों के लोग ज्ञान पंचायत में शामिल हुए। काली बिल्लोद, जहाँ 25 मार्च को एक बड़ी ज्ञान पंचायत हुई थी, से ग्राम प्रधान सहित चार व्यक्ति आये थे। राधा नगर के किसान श्री सीताराम जी की अध्यक्षता में इस ज्ञान पंचायत में निम्न लिखित निर्णय लिए गए।

  1. लोकविद्या समन्वय समिति का विस्तार किया जायेगा.
  2. अंचल के 3 गांवों  में विस्थापन से सम्बंधित जानकारियां, दस्तावेजों की प्रतिलिपि और सरकारी नियमों की जानकारी उपलब्ध करायी जाएगी। लोकाविद्याधर इसे कभी भी देख सकते हैं। 
  3. काली  बिल्लोद ज्ञान पंचायत में लिए गए निर्णयों पर अमल किया जायेगा।
  4. लोकविद्याधरों की एकता में ही परिवर्तन के सूत्र हैं। अतः दिनांक 19 अगस्त 2012 को ग्राम चैनपुरा में ज्ञान पंचायत बुलाई जाएगी। 
  5. 9 सितम्बर 2012, रविवार के दिन ग्राम घाटा बिल्लोद में एक महा पंचायत बुलाई जाएगी.

Recent LJA Activities

Friends,

It is again over two months since we wrote on this blog. No particular reason other than some travel and so being away from online activity. However, coming back, this is just to tell that LJA activities in Madhya Pradesh are on a steady rise. During the last two months there have been meetings, travel and dialogues reaching out to villages and forest areas, mainly in the districts of Indore, Dhar, Alirajpur and Jhabua in western Madhya Pradesh, Anooppur and Singrauli in the eastern parts and also into Balrampur, a district of Chhattisgarh, adjacent to Singrauli.
In Bihar, following the March end convention, the LJA team got involved in a resistance against damming Baghmati, Kamla and related rivers. The team is preparing a booklet from the lokavidya point of view to dialogue with the participants of this resistance movement.
In Uttar Pradesh, a further dialogue has been initiated with Bharatiya Kisan Union (BKU) to call a Unity Conference of the Lokavidyadhar Samaj. The BKU leadership was at Vidya Ashram on 8th August for a Varanasi division meeting with active workers of the union.

We expect to bring to you some concise reporting of these exercises on this blog in the next few days.

Madhya Pradesh LJA Conference, Singrauli 29-30 Sept. 2012 : Preparations


We have just been through a trip to the eastern parts of Madhya Pradesh. On 27th May there was a preparatory meeting in Singrauli to discuss the content, organization and  preparation of the Madhya Pradesh LJA Conference. About 25 persons attended. From out side Singrauli Sanjeev, Dilip, Ravi, Ekta, Chitra and myself were present. This gives a substantial start to the preparations. We expect to hold preparatory meetings during coming months in several districts of MP. A large contingent is expected to participate in the event through a 'yatra' from the Indore region. The dates of the event have been changed to 29-30 September 2012. And a largish preparatory meeting is proposed in Baidhan, Singrauli on 9-10 August 2012.

From Singrauli many of us moved on for meetings in Katni, Jabalpur, Shahdol and Anooppur. 30th May saw some thousands of farmers descend on Anooppur in the leadership of Bharatiya Kisan Union to protest against the high handed and repressive administrative action against the farmers on 5th May when they had gathered outside the Moser Baer Thermal Power Plant for increased compensation for their lands which have been forcibly taken away. They are being paid a pittance, Rs. 65,000 per acre. Hundreds were arrested and later released. However a large number continued to be detained on a variety of charges, this includes Rakesh Tikait, the National Leader of BKU.

We spent time in the villages of Anooppur, namely Mahuda and Kyontar and also near Jaithari, the plant site. Mahuda is a center of Kisan Union activity and was selected as an alternate site for the kisan panchayat on 30th May, which was of course prevented by the administration. There is enormous resentment against the terror tactics of the government. On 30th the entire district of Anooppur was turned into a police chhavni. Extensive arrests took place on and before 30th May. Anyone suspected to be with the Kisan Union was detained. Local farmers were mostly arrested between 5th May and the day of Panchayat. Farmers were also arrested at various stations from trains going towards Anooppur. The administration has let loose the propaganda that BKU leaders are from outside, they are outsiders creating nuisance in Anooppur. They are saying this in support of Moser Baer, a German company. So in the eyes of the administration the German company serves the interests of the people of the region and and farmer leaders from Uttar Pradesh are seen as outsiders !

Our dialogues in meetings and in the villages do find a response. Lokavidya Jan Andolan is seen as creating new terms of debate, a possible pathway in an otherwise closed kind of situation. It does convey an idea which can work towards producing  a larger unity to be able to stand up against the bulldozing policies underway. Specifically we found responsive activists in all the districts we visited and farmers in the villages in a mood to take new initiatives. We expect to continue this process through the coming months to add to the gathering in Singrauli on 29-30 September. Remember Singrauli produces 13,000 MW thermal power today and so many projects are underway that there is a ' promise' of another 20,000 MW in a few years. The communities, the forests, air, water, livelihoods, everything is devastated. We hope that the LJA conference here will break some fresh ground for a new social and political imagination.

                                        
        On 31st May, 2012, LJA team with Kolaidas on his land on the bank of river Son in village Kyontar in Anooppur district, where a Lokavidya Ashram is being planned.  This is the site where Moser Baer is building a dam on river Son for steady supply of water to their thermal plant.

LOKAVIDYA JAN ANDOLAN MEETING
24th and 25th May 2012, Chirala,Andhra Pradesh

A two-day Lokavidya Jan Andolan meeting was held at Chirala, Andhra Pradesh on 24th and 25th May,2012. The meeting was held at SB & SN High School and was attended by about 75 activists of the Handloom Weavers Association, Srikakulam Peoples Action Committee, Dalit and Tribal rights activists, farmers association etc.

First day, 24th May,2012
The first session speeches by Krishnarajulu and Narayana Rao centred on the role and relevance of Lokavidya in forming the basis for united action by various sections of Lokavidyadhar samaj against the exploitative and anti-people policies and programmes of the government, industrial and multinational institutions. The demand for a right to livelihood based on Lokavidya and for a minimum wage for ALL Lokavidya based productive and service activity (currently not covered under MNREGA) was explained in detail. These ideas were received very well by all present.

The afternoon session started with a report by activists from Srikakulam regarding their 2 year old agitation against land acquisition for the proposed thermal power plants in Kakarapalli and Somapeta. A photo exhibition showed the inhuman atrocities perpetrated by the police and officials on the agitating men and women. These activists were very appreciative of the ongoing LJA and expressed a desire to join in this nation- wide movement. Tribal rights activists then outlined the struggles in the tribal areas for the rights of tribal people to market minor forest produce and against acquisition of forest areas.

A public meeting was held at Jandrapeta square on the evening of the first day and was addressed by Krishnarajulu, Narayana Rao, Mohan Rao, Rama Rao (all of LJA) and Subba Rao (of Dalit centre)

Second day, 25th May 2012

The session started off with a report by Subba Rao of Dalit Centre on the current thinking in the dalit movement and was followed by a report on the labour movement yby a former Trade Union leader. Handloom Weavers Association leaders spoke about their struggles and demands and Mohan Rao explained the importance of LJA .

The following resolutions were passed at the conclusion of the meeting at about 1 p.m. on 25th.
  1. Every person has the right to pursue a livelihood based on his/her knowledge(Lokavidya) and there should be a constitutionally guaranteed Right to do so.
  2. Every person should receive a minimum wage for whatever productive or service activity he/she is engaged in.
  3. The proposal to acquire farmlands or water bodies should be placed before the appropriate local body/community of farmers, tribals or fisherfolk and their unanimous consent be obtained before any acquisition takes place.
  4. The meeting resolved to promote and expand the LJA in every possible way.
